Meet the Team

Tim Sparkman

Program Director

Tim is a development economist, entrepreneur and systems thinker. Across sectors, he takes a systems perspective to problem understanding and an adaptive approach to management, working with teams of problem solvers who operate with minimal supervision to execute their work.
He is a published author on market systems development and combines an avid research interest with management experience. He is especially interested in self-organization in socioeconomic systems, network structures and information flow. He holds a Master degree from Columbia University in Development Economics and International Affairs, and a Bachelor degree from St. John’s College, where he studied classics.

Albina Berisha

Project Manager

Albina holds the position of Project Manager at EYE. Prior to being promoted on this position she was head of the private sector development component. She has been with the EYE project since the inception phase when she joined as Opportunity Fund Manager. Before she served as a Micro Enterprise (SME) Officer at the Community Development Fund (CDF) for management of the SME component at a World Bank funded project aiming to alleviate poverty through SME development. She has also worked as a Business Development Manager at a private consulting company, Management and Development Associates (MDA) for four years.
Albina holds an MBA degree from the Monterey Institute of International Studies in California, earned through Kosovo American Education Fund (KAEF) Fellowship Programme and a BSc in Management and Public Policy from American University in Kosovo. She is founder and contributor to the KAEF Alumni Association.

Valbona Rraci

Senior Intervention Manager

Valbona has long experience in private sector, development projects, labor market, and institutional capacity building. Her previous jobs include working for USAID and GIZ funded projects, and she joined EYE in 2013. She holds Master Degree in Engineering Faculty of University of Prishtina.
Throughout her years of service she has managed to develop project management skills, expertise on business development, with highly energetic approach to project deliveries. She is an intuitive self-starter comfortable in an atmosphere of constant challenge, with the ability to identify problems, address probabilities, present solutions and quickly deliver successful results.
Valbona is also a committed volunteer of the organization that is supporting kids with cancer disease “Help kids with cancer disease”. 

Muamer Niksic

MRM Manager and Regional Advisor

Muamer is responsible for Monitoring and Results Measurement and has joined EYE in 2014. Prior to EYE he has been working as a Project Manager for the Kosovo Foundation for Open Society on two projects working to improve the lives of marginalized groups in the fields of education, health, media and culture.
He is a good team player and always willing to assist his colleagues in defining intervention strategies and identifying possible gaps.
Muamer holds a bachelor degree in Management from the American University in Kosovo. In his free time, Muamer is passionate photographer and is interested to expand his knowledge in digital marketing and web development.


Majlinda Rizvanolli

Senior Intervention Manager

Majlinda has completed bachelor and master studies for architecture engineering at the University of Pristina. She started her career in constructing and reconstructing school buildings just after the war. The satisfaction and passion she experienced while contributing to education directed her career path to contribute always toward the education sector. Since 2001 she is continuously contributing in reforming public Vocational Education and Training System in Kosovo, starting from Vocational Schools at the delivery level up to policy level. Being concerned for outcome of youth after education, in 2012 she got engaged in EYE where her main interventions were related in orienting education toward labour market needs. Working and helping youngsters in the early stage of their education and personal development is her passion.

Dren Selimi

Senior Intervention Manager

Dren is AUK Alumni with bachelor degree in Business Management and Entrepreneurship and joined EYE team in 2013. His experience includes working with local think tanks, diplomatic missions, and a family business with responsibilities in research, public relations and communication, and advocacy. He is in constant quest to provide new ideas as well as seek latest information from the market. He is well known for door opening and networking skills with proven record of constant development moving along various responsibilities that he had since joining EYE team.
His parallel life includes enormous love for Marvel’s and DC’s superheroes mostly coming to his life in form of Lego toys or movies.
Starting from 2017, he will manage Media Development and the newly established output to enhance Social Dialogue in Kosovo as Senior Project Officer within the project.

Lea Shllaku

Senior Intervention Manager

Lea works on the skills component at EYE. Prior to joining the team in 2015, her experience includes working on FDI Promotion for the Kosovo Investment and Enterprise Support Agency, a government agency operating under the umbrella of Ministry of Trade. Lea has also previous experience in the private sector, and worked for the New Moment New Ideas marketing agency. Lea holds a Master degree on Institutions, Development & Globalization at the University College London.


Visar Rexha

Intervention Manager

Visar graduated in Human Resource Management and is currently doing his MA degree in Management. He has vast experience in labour market issues in Kosovo, and prior to joining the EYE team has worked for the International Labour Organization (ILO) Project in Kosovo and Lux-Development Project on vocational training. His work in EYE is focused in Public Employment Services and Private Job Matching Services. He is an efficient facilitator and bridge builder and is highly rated for his advocacy and lobbying within public institutions.
On his free time, Visar enjoys playing drums for a very known local rock band.

Drenusha Miftari

Intervention Manager

Drenusha joined EYE in 2016 as a Project Officer for the social enterprises component. Prior to joining the team in 2016, her experience includes working with marginalized groups in Kosovo, supporting social enterprises, and promoting human rights.
Some of her main interests are sustainable economic development and change through social reform. She is a graduate of Rochester Institute of Technology Kosovo with a B.Sc. in Economics. On her free time, Drenusha is an avid runner, reader, and hiker.


Niklaus Waldvogel

Intervention Manager

Niklaus holds a Master of Advanced Studies MAS in Development and Cooperation from ETH Zurich and specializes in the systems approach, labor market and skills development. He joined Helvetas Kosovo in May 2018, where he works for the private sector development component of the EYE project. Niklaus’ background in the natural sciences - with a M.Sc. in Physics – has equipped him with profound analysis and problem solving skills. His professional interests lie in the complex interaction of actors in socioeconomic systems and the role of development organizations as facilitators with a strong commitment to sustainability.

Fatlinda Mujko

Opportunity Fund Manager

Fatlinda has graduated from the University of Prishtina with a bachelor’s degree in economics and is currently pursuing professional certification courses for Professional Accountant in Society of Certified Accountants and Auditors in Kosovo -SCAAK. She has seven years of experience in project implementation, out of which five (5) with Helvetas Swiss Intercooperation –Enhancing Youth Employment project. She is responsible for managing the Opportunity Fund, which is a financial support instrument provided to private and public sector for employment generation. She is a highly motivated and committed member of our team.

Vladimir Živković

Inclusive Development Advisor

Vladimir is graduate of the faculty of Electronic Engineering, University of Nis, Serbia, as well as professional certificate program for business and information technology at Illinois Institute of Technology, Chicago, Illinois, USA.

He has experience in private sector as a Development Engineer on cutting-edge technology, as well as experience in civil sector mostly leading and working with youth, with topics including activism, human resources, human rights, social inclusion, public relations, fundraising, project writing and management. His professional knowledge includes strong soft-skills, motivation and enthusiasm, excellent writing. Self-organized, people oriented and innovative approach.
As an employee from the new phase of EYE, he is responsible for social inclusion.

Vlora Kastrati

MRM and Communications Officer

Vlora holds a position of MRM and Communication Officer. Prior to joining EYE, Vlora was working in Helvetas other project, Skills for Rural Employment S4RE as Business Development and GSE Officer. She completed her studies in Economics in Gea College of Entrepreneurship in Slovenia. Right after her graduation, she joined an internationally recognized company in electronic payments Halcom d.d. as an Account Manager covering Albania and Kosovo market. Upon her return in Kosovo, Vlora continued her career in a project of Deloitte “Liquidation of Socially Owned Enterprises” holding a position of Business Analyst.

Monika Uka

Project Assistant

Monika Uka is a graduate of Social Sciences at AAB University. She has joined EYE team as a Project Assistant since April 2017. In the meantime, she is continuing her MA studies at Riinvest College for Economics. Her last job was as a Finance Assistant and Office Administrator at ‘Hoffmann-La Roche’, a Swiss pharmaceutical company and prior to that she has worked at a NGO ‘Institute for Management and Development’ as a Project Assistant. She likes to challenge herself by learning and doing different tasks than she has previously done and possibly travelling as much as she can to explore the world.

Gëzim Babalija

Logistics Officer

Gëzim is the longest serving officer of EYE team and Helvetas Swiss Intercooperation as the lead implementing partner of the project. His 16 years of uncompromising commitment and professionalism in providing quality logistics and administrative solutions allowed the team to function perfectly throughout these years.
Gëzim’s favorite hobby is fishing, with vast experience catching fish in salt and fresh water.
