Ertan Munoglu Project Manager

Ertan Munoglu Project Manager

Ertan Munoglu is working with Helvetas since 2014.

Currently he is the manager of the DEMOS project. Ertan has over 15 years of experience in development cooperation programmes with various international organisations such as the European Commission, GIZ, UNDP, etc. His experience includes work with local governance, public administration reform and civil society development in the context of the European integration. Ertan is a political scientist, holding a master’s degree on European politics from the University of Sussex, UK.

Majlinda Jupolli Deputy Project Manager

Majlinda Jupolli joined Helvetas in 2012.

Currently she works as Deputy Project Manager for the DEMOS Project. Majlinda has more than 10 years of experience in development cooperation programmes with a thematic expertise on local governance and decentralization, municipal finance, local service delivery, transparency and accountability. Majlinda holds a master degree on International Environmental Studies from the Norwegian University of Life Sciences, and a bachelor degree in Finance and Accounting from the Univerisity of Prishtina.

Shpend Emini Deputy Project Manager

Shpend Emini Deputy Project Manager

Shpend Emini joined Helvetas in 2020. Currently he is working as Deputy Project Manager for the DEMOS project. Shpend has 20 years of experience in project management, community development, civil society development and elections. Prior to joining Helvetas, he worked for Democracy for Development, one of the leading think-tanks working in the field of democratization and governance. For ten years he worked for the International Federation of Red Cross and Red Crescent Societies (IFRC), out of which three years internationally. Between 2014-2017 he served as member of the Council for Implementation of the Government Strategy for Cooperation with Civil Society, representing civil society. He holds bachelor’s degree in Political Science and Public Administration and is MA candidate in Management.

Merita Barileva Senior Intervention Manager

Merita Barileva works as Senior Intervention Manager for the DEMOS Project.

Merita has more than 20 years of experience in development in Kosovo. She initially worked for many international organizations, such as OXFAM GB for more than 5 years, than she continued working for local organizations such as Organization for Development Actions (ODA), Advocacy, Training and Research Center ATRC.

All her experience is related to support public institutions to improve governance thus in this dimension her experience is more in working with local level to increase transparency, participation of citizens in decision making process, accountability etc.

Merita has joined Helvetas in 2006, engaged initially as national project officer. She holds a Master degree on “local development and civil society” from Prishtina University the department of Political Science.

Drilon Shala Senior Intervention Manager

Drilon Shala Senior Intervention Manager

Drilon Shala works as Senior Intervention Manager for the DEMOS project.

Drilon has more than 10 years of experience in policy analysis and evaluation, public financial management, auditing, project management and quality control management. He has extensive experience with the public sector (local and central level) and donor organizations. In his experience with the National Audit Office, he contributed to the assessment of the performance of government institutions and consequently the enhancement of their performance. In his experience as a Public Financial Management Advisor with USAID TEAM, Drilon contributed to the assessment of the existing PFM systems and processes and introduced best practices to ensure proper municipal public financial management and financial risk mitigation. Drilon holds a Master’s degree on Business Administration (MBA) on Management from Sheffield University in UK, a Master’s degree (MA) on International Political Economy from University of Birmingham in UK, and a Bachelor’s degree (BSc) in Business and Economics from Jönköping University in Sweden.

Dardan Maliqi Intervention Manager

Dardan Maliqi Intervention Manager

Dardan Maliqi works as an Intervention Manager for the DEMOS Project.

Dardan has over 10 years of experience in local governance and public administration reform in Kosovo. He initially worked for international organizations, such as Northrop Grumman Technical Services International Inc. (NGTS), Council of Europe (CoE) and micro finance institution – FINCA. Before joining HELVETAS in January 2012, Dardan has worked in different projects related to the good governance and public administration reform for various local NGOs. In addition, Dardan has an experience in working with the Central Election Commission (CEC) in training of Polling Station Committees members during local and national election activities. He holds a Bachelor’s degree on Political Science, public administration from the FAMA College, Prishtinë, and Master’s Degree on English Language and Teaching from the South East European University, Tetovë, Republic of Macedonia.
