Kjo do t\u00eb thot\u00eb q\u00eb edhe komunat e Kosov\u00ebs auditohen \u00e7do vit dhe marrin rekomandime lidhur me at\u00eb se ku duhet t\u00eb p\u00ebrmir\u00ebsohen.<\/p>\n<h2>Adresimi i rekomandimeve t\u00eb auditimit \u2013 komunat n\u00eb Kosov\u00eb<\/h2>\n<p>N\u00eb mesin e 30 treguesve t\u00eb Grantit t\u00eb Performanc\u00ebs Komunale q\u00eb matin performanc\u00ebn komunale n\u00eb fush\u00ebn e qeverisjes demokratike, menaxhimit komunal dhe ofrimit t\u00eb sh\u00ebrbimeve, ekziston nj\u00eb tregues i ve\u00e7ant\u00eb q\u00eb duket t\u00eb jet\u00eb m\u00eb sfiduesi p\u00ebr shumic\u00ebn e komunave n\u00eb Kosov\u00eb. Niveli i zbatimit t\u00eb rekomandimeve t\u00eb auditimit \u00ebsht\u00eb treguesi q\u00eb duhet t\u00eb jet\u00eb n\u00eb krye t\u00eb list\u00ebs s\u00eb prioriteteve t\u00eb shumic\u00ebs s\u00eb komunave n\u00eb Kosov\u00eb.<\/p>\n<p>Pasqyra e performanc\u00ebs s\u00eb vitit 2017 e t\u00eb gjitha komunave n\u00eb k\u00ebt\u00eb tregues zbulon se vet\u00ebm 1 nga 38 komunat n\u00eb Kosov\u00eb ka adresuar mbi 50% t\u00eb rekomandimeve t\u00eb auditimit. Kjo do t\u00eb thot\u00eb q\u00eb rreth 97% e komunave nuk kan\u00eb adresuar m\u00eb shum\u00eb se 50% t\u00eb rekomandimeve.<\/p>\n<p>Rezultatet e performanc\u00ebs komunale gjat\u00eb vitit 2018 tregojn\u00eb se 3 komuna kan\u00eb adresuar mbi 50% t\u00eb rekomandimeve. P\u00ebrve\u00e7 shp\u00ebrblimit financiar p\u00ebr performanc\u00eb t\u00eb mir\u00eb, projekti DEMOS gjithashtu ofron kurse trajnimi p\u00ebr treguesit me performanc\u00eb t\u00eb ul\u00ebt n\u00eb fush\u00ebn e Grantit t\u00eb Performanc\u00ebs Komunale (GPK).<\/p>\n<p>P\u00ebr ta p\u00ebrmir\u00ebsuar nivelin e zbatimit t\u00eb rekomandimeve t\u00eb auditimit dhe rrjedhimisht edhe performanc\u00ebn e p\u00ebrgjithshme t\u00eb komunave, DEMOS-i ka organizuar nj\u00eb seri kursesh specifike trajnimi n\u00eb k\u00ebt\u00eb fush\u00eb, dedikuar p\u00ebr p\u00ebrfaq\u00ebsuesit p\u00ebrkat\u00ebs t\u00eb komunave.<\/p>\n<p>Sipas Dardan Maliqit nga ekipi i DEMOS-it, me q\u00ebllim t\u00eb adresimit t\u00eb nevoj\u00ebs reale p\u00ebr trajnime t\u00eb zyrtar\u00ebve komunal\u00eb dhe n\u00eb m\u00ebnyr\u00eb q\u00eb ata t\u00eb jen\u00eb n\u00eb gjendje t\u00eb performojn\u00eb mir\u00eb n\u00eb k\u00ebt\u00eb tregues, \u00e7do vit zhvillohet procesi i Vler\u00ebsimit t\u00eb Nevojave t\u00eb Trajnimit. &#8220;<em>N\u00ebp\u00ebrmjet k\u00ebtij procesi ne identifikojm\u00eb pengesat dhe sfidat me t\u00eb cilat p\u00ebrballen komunat n\u00eb p\u00ebrmir\u00ebsimin e performanc\u00ebs s\u00eb tyre, dhe vet\u00ebm at\u00ebher\u00eb dizajnojm\u00eb kursin e trajnimit q\u00eb do t&#8217;u sh\u00ebrbente atyre m\u00eb s\u00eb miri p\u00ebr ta rritur performanc\u00ebn<\/em>&#8220;.<\/p>\n<p>Gjat\u00eb vitit t\u00eb kaluar jan\u00eb organizuar dhe ofruar 8 trajnime t\u00eb ndryshme dhe rreth 600 dit\u00eb trajnimi p\u00ebr zyrtar\u00ebt komunal\u00eb dhe an\u00ebtar\u00ebt e kuvendeve komunale.<\/p>\n<p>Kurset e trajnimit t\u00eb ofruara p\u00ebr zyrtar\u00ebt komunal\u00eb n\u00eb lidhje me rekomandimet e auditimit ishin: si t\u00eb adresohen dhe t\u00eb monitorohen rekomandimet e auditimit; menaxhimi i aseteve si dhe planifikimi dhe ekzekutimi i buxhetit. K\u00ebto trajnime u jan\u00eb ofruar rreth 300 zyrtar\u00ebve komunal\u00eb nga komuna t\u00eb ndryshme n\u00eb Kosov\u00eb. Sipas Ilire Buza, Menaxhere e Lart\u00eb e Intervenimeve n\u00eb DEMOS, shumica e pjes\u00ebmarr\u00ebsve i konsideruan kurset e trajnimit shum\u00eb t\u00eb dobishme sepse kan\u00eb p\u00ebrmir\u00ebsuar njohurit\u00eb dhe aft\u00ebsit\u00eb e tyre n\u00eb lidhje me zbatimin e rekomandimeve t\u00eb auditimit. Shumica e pjes\u00ebmarr\u00ebsve kan\u00eb identifikuar m\u00eb shum\u00eb se nj\u00eb fush\u00eb t\u00eb ndikuar nga trajnimi.<\/p>\n<p>&#8220;<em>Shqyrtuam fusha shum\u00eb specifike t\u00eb auditimit dhe u p\u00ebrpoq\u00ebm t\u00eb jemi sa m\u00eb praktik\u00eb q\u00eb t\u00eb jet\u00eb e mundur n\u00eb m\u00ebnyr\u00eb q\u00eb kur t\u00eb kthehen n\u00eb komunat e tyre t\u00eb mund t&#8217;i zbatojn\u00eb pothuajse menj\u00ebher\u00eb njohurit\u00eb e fituara<\/em>&#8220;, shpjegon Ilirja.<\/p>\n<p>&#8220;<em>Zyrtar\u00ebt komunal\u00eb q\u00eb mor\u00ebn pjes\u00eb n\u00eb trajnimin ton\u00eb marrin me vete t\u00eb gjitha njohurit\u00eb praktike t\u00eb organizimit t\u00eb procesit dhe masave t\u00eb nevojshme p\u00ebr adresimin e rekomandimeve t\u00eb auditimit, t\u00eb kuptuarit e gjetjeve dhe rekomandimeve, krijimin e planeve t\u00eb veprimit p\u00ebr zbatimin dhe monitorimin e rekomandimeve t\u00eb auditimit dhe n\u00eb fund t\u00eb procesit se si t\u00eb raportohet lidhur me zbatimin<\/em>&#8220;, shton ajo.<\/p>\n<h2>Praktikat m\u00eb t\u00eb mira<\/h2>\n<p>Disa komuna e b\u00ebn\u00eb pik\u00ebrisht k\u00ebt\u00eb. Ata pothuajse menj\u00ebher\u00eb pas trajnimit vun\u00eb n\u00eb praktik\u00eb t\u00eb gjitha njohurit\u00eb dhe praktikat m\u00eb t\u00eb mira t\u00eb fituara gjat\u00eb k\u00ebtyre kurseve t\u00eb trajnimit. Komuna e Ka\u00e7anikut nd\u00ebrmori nj\u00eb veprim t\u00eb menj\u00ebhersh\u00ebm. U krijua grupi punues i cili shikoi nga af\u00ebr se \u00e7far\u00eb duhet t\u00eb b\u00ebhet p\u00ebr ta p\u00ebrmir\u00ebsuar performanc\u00ebn n\u00eb k\u00ebt\u00eb fush\u00eb.<\/p>\n<p>&#8220;Ky trajnim doli t\u00eb jet\u00eb shum\u00eb i dobish\u00ebm dhe produktiv sepse ne ishim n\u00eb gjendje q\u00eb njohurit\u00eb e fituara t&#8217;i zbatonim menj\u00ebher\u00eb n\u00eb praktik\u00eb. Krijuam grupin punues brenda komun\u00ebs son\u00eb dhe hartuam nj\u00eb plan veprimi i cili m\u00eb pas u miratua nga kuvendi&#8221;, shpjegon Festim Neziraj, Drejtor i Administrat\u00ebs n\u00eb komun\u00ebn e Ka\u00e7anikut. &#8220;Tani kemi nj\u00eb proces t\u00eb duhur se si t&#8217;i adresojm\u00eb rekomandimet e auditimit, dhe jemi t\u00eb sigurt se do t\u00eb arrijm\u00eb performanc\u00eb m\u00eb t\u00eb mir\u00eb&#8221;, shton ai me krenari.<\/p>\n<p>Praktika e ngjashme e v\u00ebnies n\u00eb zbatim t\u00eb njohurive t\u00eb fituara rishtazi dhe t\u00eb praktikave m\u00eb t\u00eb mira ndodhi edhe n\u00eb komun\u00ebn e Suharek\u00ebs.<\/p>\n<p>Sipas Driton Maliqajt, Drejtor i Administrat\u00ebs, \u00e7\u00ebshtja kryesore p\u00ebr t\u00eb qen\u00eb t\u00eb suksessh\u00ebm n\u00eb adresimin e rekomandimeve t\u00eb ZKA-s\u00eb \u00ebsht\u00eb q\u00eb i gjith\u00eb personeli p\u00ebrkat\u00ebs t\u00eb jet\u00eb i p\u00ebrfshir\u00eb gjat\u00eb procesit.<\/p>\n<p>\u201c<em>Me vendim t\u00eb kryetarit t\u00eb komun\u00ebs son\u00eb kemi formuar komisionin e ve\u00e7ant\u00eb. Drejtor\u00ebt jan\u00eb n\u00eb bordin e komisionit, ne takohemi sapo t\u00eb marrim raportin p\u00ebr t\u00eb par\u00eb se \u00e7far\u00eb duhet t\u00eb b\u00ebhet&#8221;, shpjegon ai procesin. \u201cMe rekomandimet dhe gjetjet e komisionit, auditori yn\u00eb i brendsh\u00ebm takohet me ato nj\u00ebsi p\u00ebr t\u00eb cilat jan\u00eb dh\u00ebn\u00eb rekomandimet.
