A e p\u00ebrmir\u00ebsojn\u00eb qeverisjen e mir\u00eb dhe ofrimin e sh\u00ebrbimeve?<\/p>\n<p><strong>\u00c7ka \u00ebsht\u00eb SGBP-ja?<\/strong><\/p>\n<p>Skemat e Granteve t\u00eb Bazuara n\u00eb Performanc\u00eb (SGBP-t\u00eb) p\u00ebrb\u00ebhen nga stimuj financiar\u00eb q\u00eb projektohen p\u00ebr t&#8217;i nxitur komunat q\u00eb t\u00eb performojn\u00eb m\u00eb mir\u00eb. Ato matin, renditin dhe shp\u00ebrblejn\u00eb komunat bazuar n\u00eb performanc\u00ebn e tyre.<\/p>\n<p><strong>Pse duhet t\u00eb p\u00ebrdorim SGBP-n\u00eb?<\/strong><\/p>\n<p>SGBP-ja p\u00ebrdoret fillimisht p\u00ebr ta zhvilluar qeverisjen lokale, sepse josh\u00eb gar\u00ebn. Gerhard van \u2018t Land, ekspert p\u00ebr skemat e granteve t\u00eb bazuara n\u00eb performanc\u00eb, shpjegon se &#8216;karota financiare&#8217; \u00ebsht\u00eb aspekt i r\u00ebnd\u00ebsish\u00ebm i SGBP-s\u00eb, por elementi thelb\u00ebsor \u00ebsht\u00eb p\u00ebrzgjedhja e treguesve t\u00eb performanc\u00ebs: &#8220;Pjesa m\u00eb e r\u00ebnd\u00ebsishme p\u00ebrfshin treguesit e performanc\u00ebs n\u00eb baz\u00eb t\u00eb t\u00eb cil\u00ebve qeverit\u00eb lokale garojn\u00eb p\u00ebr rezultatin m\u00eb t\u00eb mir\u00eb (dhe rrjedhimisht edhe p\u00ebr nj\u00eb pjes\u00eb m\u00eb t\u00eb madhe t\u00eb grantit). N\u00ebse zgjidhen me zgjuarsi, treguesit adresojn\u00eb dob\u00ebsit\u00eb kryesore n\u00eb performanc\u00ebn e qeveris\u00eb lokale, dhe duke garuar p\u00ebr nj\u00eb rezultat m\u00eb t\u00eb mir\u00eb, qeverit\u00eb lokale ndryshojn\u00eb sjelljen dhe fillojn\u00eb t\u00eb performojn\u00eb m\u00eb mir\u00eb n\u00eb treguesit e p\u00ebrzgjedhur. \u00cbsht\u00eb pik\u00ebrisht gara p\u00ebr nj\u00eb rezultat m\u00eb t\u00eb mir\u00eb dhe p\u00ebr parat\u00eb ajo q\u00eb drejton procesin. Parat\u00eb stimulojn\u00eb ndryshimin e sjelljes\u201d.<\/p>\n<p>Sipas van \u2018t Land, SGBP-ja \u00ebsht\u00eb e r\u00ebnd\u00ebsishme edhe p\u00ebr qeverin\u00eb qendrore, si nj\u00eb mekaniz\u00ebm p\u00ebr ta drejtuar zhvillimin n\u00eb qeverit\u00eb lokale, ve\u00e7an\u00ebrisht n\u00eb fush\u00ebn e qeverisjes s\u00eb mir\u00eb q\u00eb pritet t\u00eb kontribuoj\u00eb n\u00eb ofrimin e sh\u00ebrbimeve m\u00eb t\u00eb mira. &#8220;Kjo ua mund\u00ebson qeverive qendrore ta drejtojn\u00eb dhe ta influencojn\u00eb sjelljen n\u00eb qeverit\u00eb lokale, duke respektuar autonomin\u00eb e k\u00ebtyre t\u00eb fundit&#8221;, shton ai. Qeverit\u00eb qendrore duhet vet\u00ebm t\u00eb sigurojn\u00eb fondet dhe t\u00eb vendosin rregullat. Komunat vendosin vet\u00eb n\u00ebse duan t\u00eb marrin pjes\u00eb n\u00eb gar\u00eb.<\/p>\n<p>P\u00ebr partner\u00ebt zhvillimor\u00eb nd\u00ebrkomb\u00ebtar\u00eb, SGBP-ja \u00ebsht\u00eb interesante sepse inkurajon iniciativ\u00ebn, pron\u00ebsin\u00eb dhe q\u00ebndrueshm\u00ebrin\u00eb e zhvillimit.<\/p>\n<p><strong>Si projektohet SGBP-ja?<\/strong><\/p>\n<p>SGBP-ja shpesh ka kushtet minimale dhe treguesit e performanc\u00ebs.<\/p>\n<p>Kushtet minimale funksionojn\u00eb si &#8220;roje portash&#8221;. Ato p\u00ebrb\u00ebhen nga kritere q\u00eb jan\u00eb si kusht thelb\u00ebsor p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb gar\u00eb. Granti i Performanc\u00ebs Komunale (GPK) n\u00eb Kosov\u00eb k\u00ebrkon, p\u00ebr shembull, nj\u00eb raport vjetor mjaftuesh\u00ebm t\u00eb mir\u00eb t\u00eb auditimit dhe t\u00eb pakt\u00ebn 75% t\u00eb buxhetit t\u00eb vitit t\u00eb kaluar t\u00eb shpenzuar n\u00eb investime kapitale. Saranda Cana, zyrtare e programit n\u00eb nivel komb\u00ebtar n\u00eb Zyr\u00ebn Zvicerane p\u00ebr Bashk\u00ebpunim n\u00eb Kosov\u00eb, shpjegon pse kushtet minimale jan\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr donator\u00ebt: &#8220;Duam t\u00eb jemi t\u00eb sigurt q\u00eb komunat t\u00eb cilat marrin fondet tona kan\u00eb nj\u00eb menaxhim financiar mjaftuesh\u00ebm t\u00eb mir\u00eb. P\u00ebr m\u00eb tep\u00ebr, mendojm\u00eb se vet\u00ebm komunat q\u00eb kan\u00eb shpenzuar pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb fondeve t\u00eb tyre meritojn\u00eb t\u00eb marrin fonde shtes\u00eb nga donator\u00ebt&#8221;.<\/p>\n<p>P\u00ebrzgjedhja dhe p\u00ebrkufizimi i treguesve t\u00eb performanc\u00ebs \u00ebsht\u00eb faza m\u00eb e r\u00ebnd\u00ebsishme n\u00eb projektimin e SGBP-s\u00eb. Treguesit duhet t&#8217;i p\u00ebrmbushin disa kritere. \u201cNga 115 tregues n\u00eb Sistemin e Menaxhimit t\u00eb Performanc\u00ebs t\u00eb Ministris\u00eb s\u00eb Administrimit t\u00eb Pushtetit Lokal (MAPL), ne i kemi p\u00ebrzgjedhur 30 tregues, t\u00eb grupuar n\u00eb tri tema kryesore, p\u00ebr GPK-n\u00eb. T\u00eb gjith\u00eb treguesit e performanc\u00ebs t\u00eb p\u00ebrzgjedhur p\u00ebr GPK-n\u00eb mund t\u00eb p\u00ebrmbushen nga t\u00eb gjitha komunat n\u00eb Kosov\u00eb, qofshin t\u00eb m\u00ebdha apo t\u00eb vogla, t\u00eb pasura ose t\u00eb varfra, me kusht q\u00eb t\u00eb b\u00ebjn\u00eb p\u00ebrpjekje p\u00ebr ta arritur k\u00ebt\u00eb&#8221;, shpjegon Majlinda Jupolli, z\u00ebvend\u00ebsmenaxhere e DEMOS-it, nj\u00eb projekt i Agjencis\u00eb Zvicerane p\u00ebr Zhvillim dhe Bashk\u00ebpunim (SDC) i zbatuar nga Helvetas-i, q\u00eb operon GPK-n\u00eb s\u00eb bashku me MAPL-n\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p><strong>P\u00ebrfshirja e donator\u00ebve<\/strong><\/p>\n<p>Donator\u00ebt nd\u00ebrkomb\u00ebtar\u00eb q\u00eb bashk\u00ebfinancojn\u00eb nj\u00eb SGBP shpesh avokojn\u00eb p\u00ebr p\u00ebrfshirjen e treguesve specifik\u00eb. Nasrin Pourghazian, udh\u00ebheq\u00ebs i Departamentit t\u00eb Bashk\u00ebpunimit p\u00ebr Zhvillim n\u00eb Ambasad\u00ebn e Suedis\u00eb n\u00eb Kosov\u00eb, shpjegon se si kjo ndikoi gjat\u00eb projektimit t\u00eb GPK-s\u00eb: &#8220;Nj\u00eb vler\u00eb e r\u00ebnd\u00ebsishme suedeze n\u00eb bashk\u00ebpunimin ton\u00eb nd\u00ebrkomb\u00ebtar \u00ebsht\u00eb politika jon\u00eb e jashtme feministe, e cila pjes\u00ebrisht \u00ebsht\u00eb p\u00ebr mb\u00ebshtetjen e emancipimit politik t\u00eb grave. Kur vendos\u00ebm t\u00eb bashk\u00ebfinancojm\u00eb GPK-n\u00eb n\u00eb Kosov\u00eb, donim t\u00eb p\u00ebrfshinim tregues q\u00eb matin pjes\u00ebmarrjen politike t\u00eb grave n\u00eb Kosov\u00eb. Ishim shum\u00eb t\u00eb k\u00ebnaqur q\u00eb me leht\u00ebsi gjet\u00ebm gjuh\u00eb t\u00eb p\u00ebrbashk\u00ebt p\u00ebr k\u00ebt\u00eb tem\u00eb me donator\u00ebt e tjer\u00eb dhe me Qeverin\u00eb e Kosov\u00ebs&#8221;.<\/p>\n<p>P\u00ebrfshirja nd\u00ebrkomb\u00ebtare n\u00eb projektimin dhe menaxhimin e nj\u00eb SGBP-je gjithashtu siguron p\u00ebrfituesit q\u00eb renditja nuk \u00ebsht\u00eb e politizuar. K\u00ebshilltari p\u00ebr Qeverisjen Rajonale p\u00ebr SDC, Sascha M\u00fcller, thot\u00eb: &#8220;SDC njeh r\u00ebnd\u00ebsin\u00eb e pron\u00ebsis\u00eb lokale, si n\u00eb aspektin e efektivitetit, ashtu edhe n\u00eb aspektin e q\u00ebndrueshm\u00ebris\u00eb s\u00eb sistemeve t\u00eb tilla. Partner\u00ebt qeveritar\u00eb njohin lev\u00ebn dhe legjitimitetin q\u00eb vjen me p\u00ebrfshirjen e nj\u00eb akteri nd\u00ebrkomb\u00ebtar dhe t\u00eb &#8220;mark\u00ebs zvicerane&#8221; n\u00eb skem\u00ebn e granteve. Ky efekt madje mund t\u00eb rritet kur bashkohen forcat me donator\u00eb t\u00eb tjer\u00eb&#8221;.<\/p>\n<p><strong>Kalimi nga nj\u00eb sistem q\u00eb p\u00ebrfundon n\u00eb nj\u00eb sistem q\u00eb vazhdon<\/strong><\/p>\n<p>Nd\u00ebrsa vler\u00ebsohet pozitivisht p\u00ebrfshirja e partner\u00ebve zhvillimor\u00eb nd\u00ebrkomb\u00ebtar\u00eb, kjo p\u00ebrfshirje vjen edhe me rrezikun q\u00eb SGBP-ja t\u00eb pushoj\u00eb s\u00eb ekzistuari pasi t\u00eb p\u00ebrfundojn\u00eb fondet e donator\u00ebve. Kjo \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje e r\u00ebnd\u00ebsishme e q\u00ebndrueshm\u00ebris\u00eb. Kjo \u00ebsht\u00eb arsyeja pse SGBP-ja shpesh projektohet p\u00ebr t&#8217;u b\u00ebr\u00eb pjes\u00eb e nj\u00eb sistemi qeveritar. Pasi SGBP-ja t\u00eb jet\u00eb ankoruar sa duhet n\u00eb nj\u00eb korniz\u00eb ligjore dhe t\u00eb financohet me buxhetin e qeveris\u00eb, ajo mund t\u00eb jet\u00eb aktive p\u00ebr disa vjet. Rozafa Ukimeraj, sekretare e p\u00ebrgjithshme e MAPL-s\u00eb n\u00eb Kosov\u00eb, sqaron: &#8220;N\u00eb pranver\u00ebn e vitit 2020 planifikojm\u00eb ta mish\u00ebrojm\u00eb GPK-n\u00eb n\u00eb nj\u00eb akt n\u00ebnligjor q\u00eb p\u00ebrcakton kushtet minimale, treguesit, burimet e informacionit, rregullat e vler\u00ebsimit dhe ato p\u00ebr p\u00ebrdorimin e granteve t\u00eb dh\u00ebna. Shumica d\u00ebrrmuese e buxhetit t\u00eb MAPL-s\u00eb p\u00ebr investime kapitale shkon n\u00eb shport\u00ebn e donator\u00ebve q\u00eb tashm\u00eb financon GPK-n\u00eb. Kjo e b\u00ebn MAPL-n\u00eb nj\u00eb nga ministrit\u00eb e pakta n\u00eb Kosov\u00eb q\u00eb shpenzon investimet e saj kapitale n\u00eb m\u00ebnyr\u00eb plot\u00ebsisht transparente, n\u00eb m\u00ebnyr\u00eb t\u00eb drejt\u00eb dhe duke u bazuar n\u00eb rregulla. Kjo \u00ebsht\u00eb duke u v\u00ebrejtur dhe ministrit\u00eb e tjera gjithnj\u00eb e m\u00eb shum\u00eb jan\u00eb t\u00eb interesuara t&#8217;i bashkohen GPK-s\u00eb ose t&#8217;i kopjojn\u00eb tiparet e projektimit&#8221;.<\/p>\n<p><strong>Publikimi i renditjeve<\/strong><\/p>\n<p>Komunikimi i gjer\u00eb i renditjes vjetore \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr ta rritur ndikimin e gar\u00ebs. N\u00eb Kosov\u00eb, komunat q\u00eb performojn\u00eb m\u00eb s\u00eb miri marrin nj\u00eb grant n\u00eb nj\u00eb ceremoni komb\u00ebtare \u00e7mimesh e cila mbulohet gjer\u00ebsisht nga mediat komb\u00ebtare. &#8220;Un\u00eb mendoj se publikimi i rezultateve t\u00eb performanc\u00ebs dhe i renditjes s\u00eb tyre \u00ebsht\u00eb me r\u00ebnd\u00ebsi t\u00eb madhe politike p\u00ebr kryetar\u00ebt e komunave, pasi brengat elektorale duket se jan\u00eb shtyt\u00ebsi m\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr kryetar\u00ebt e komunave q\u00eb t&#8217;i p\u00ebrmir\u00ebsojn\u00eb rezultatet e tyre t\u00eb performanc\u00ebs, ve\u00e7an\u00ebrisht n\u00ebse kjo performanc\u00eb vler\u00ebsohet nga organizata t\u00eb jashtme, t\u00eb pavarura dhe t\u00eb besueshme. Kjo konfirmohet edhe n\u00eb hulumtimin ton\u00eb ku gjet\u00ebm d\u00ebshmi t\u00eb bollshme q\u00eb komunat e suksesshme informojn\u00eb n\u00eb m\u00ebnyr\u00eb aktive publikun e tyre p\u00ebr rezultatet e vler\u00ebsimit vjetor t\u00eb performanc\u00ebs&#8221;, shpjegon Levent Koro i cili hulumtoi efektivitetin e grantit t\u00eb performanc\u00ebs.<\/p>\n<p><strong>A sjellin SGBP-t\u00eb p\u00ebrmir\u00ebsime n\u00eb ofrimin e sh\u00ebrbimeve?<\/strong><\/p>\n<p>SGBP-t\u00eb e ndryshme n\u00eb Evrop\u00ebn Juglindore kan\u00eb filluar t\u00eb tregojn\u00eb rezultate tash e disa vite.<\/p>\n<p>N\u00eb Kosov\u00eb, &#8220;Gara p\u00ebr Mjedis t\u00eb Past\u00ebr&#8221; dhe pasardh\u00ebsi i saj &#8220;Granti i Performanc\u00ebs-Mjedis i Past\u00ebr&#8221;, t\u00eb zbatuar nga GIZ-i dhe Ministria e Mjedisit dhe Planifikimit Hap\u00ebsinor, u ofruan komunave nj\u00eb stimul financiar p\u00ebr p\u00ebrmir\u00ebsimin e performanc\u00ebs s\u00eb tyre n\u00eb menaxhimin e mbeturinave. Sipas Alexandra Linden, menaxhere e projektit, p\u00ebrmir\u00ebsimi \u00ebsht\u00eb ve\u00e7an\u00ebrisht i duksh\u00ebm n\u00eb treguesin q\u00eb mat pjes\u00ebn e territorit komunal q\u00eb mbulohet nga nj\u00eb sh\u00ebrbim i rregullt i grumbullimit t\u00eb mbeturinave. &#8220;Rritja e mesatares n\u00eb nivel vendi n\u00eb treguesin &#8216;p\u00ebrqindja e territorit komunal t\u00eb mbuluar nga nj\u00eb sh\u00ebrbim i rregullt i grumbullimit t\u00eb mbeturinave&#8221; prej vitit 2016 deri n\u00eb vitin 2018 ishte 20%, duke arritur n\u00eb 75,6% n\u00eb vitin 2018&#8243;, thot\u00eb ajo.<\/p>\n<p>N\u00eb Serbi, n\u00eb kuad\u00ebr t\u00eb Programit t\u00eb SDC-s\u00eb p\u00ebr Reform\u00ebn e Tatimit n\u00eb Pron\u00eb t\u00eb zbatuar nga Helvetas-i, nj\u00eb grant i performanc\u00ebs p\u00ebr ark\u00ebtimin e tatimit n\u00eb pron\u00eb kontribuoi n\u00eb nj\u00eb rritje prej 12% t\u00eb nivelit t\u00eb ark\u00ebtimit qysh pas vitit t\u00eb par\u00eb. Alexander Grunauer, drejtori i projektit, shpjegon se si jan\u00eb shpenzuar k\u00ebto fonde shtes\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve: &#8220;Komunat investuan t\u00eb hyrat e tyre shtes\u00eb vetanake n\u00eb projekte sociale dhe infrastrukturore. Disa prej tyre vendos\u00ebn t\u00eb financojn\u00eb sheshe loj\u00ebrash, t\u00eb tjerat investuan n\u00eb blerjen e nj\u00eb skaneri me rreze x, n\u00eb blerjen e nj\u00eb skaneri me ultraz\u00eb, ose n\u00eb rinovimin e nj\u00eb shkolle p\u00ebr f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara&#8221;.<\/p>\n<p>N\u00eb Kosov\u00eb, GPK-ja shfaqi nj\u00eb rritje t\u00eb treguesve q\u00eb matin rolin mbik\u00ebqyr\u00ebs t\u00eb kuvendit komunal. Jan\u00eb duke u p\u00ebrmir\u00ebsuar treguesit sipas t\u00eb cil\u00ebve kuvendit komunal i k\u00ebrkohet t&#8217;i diskutoj\u00eb raportet, si\u00e7 jan\u00eb raportet tremujore t\u00eb shpenzimeve dhe raportet vjetore t\u00eb auditimit.<\/p>\n<p>Levent Koro zbuloi se kryetar\u00ebt e komunave jan\u00eb agjent\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb ndryshimit t\u00eb cil\u00ebt luajn\u00eb rol kritik n\u00eb ndryshimin e sjelljes s\u00eb komunave t\u00eb tyre. &#8220;Kryetar\u00ebt e komunave zakonisht rishikojn\u00eb statusin e treguesve, identifikojn\u00eb m\u00ebnyrat n\u00eb t\u00eb cilat ata mund t&#8217;i p\u00ebrmir\u00ebsojn\u00eb treguesit q\u00eb kan\u00eb mbetur prapa, mobilizojn\u00eb personelin e tyre p\u00ebr t\u00eb vepruar, i mbajn\u00eb ata p\u00ebrgjegj\u00ebs p\u00ebr t\u00eb arritur performanc\u00eb t\u00eb p\u00ebrmir\u00ebsuar dhe p\u00ebrdorin rezultatet e performanc\u00ebs s\u00eb p\u00ebrmir\u00ebsuar p\u00ebr elektoratin e tyre&#8221;, thot\u00eb ai.<\/p>\n<p>P\u00ebr shkak se SGBP-t\u00eb e ndryshme n\u00eb Evrop\u00ebn Juglindore po tregojn\u00eb gjithnj\u00eb e m\u00eb shum\u00eb rezultate, ekziston nj\u00eb interes n\u00eb rritje n\u00eb mesin e qeverive dhe partner\u00ebve zhvillimor\u00eb p\u00ebr t\u00eb zhvilluar m\u00eb tej skema t\u00eb tilla.
