Within our own team and among our consultant network we have experts in many aspects of local government. We engage these experts to help to develop the policy and legal framework through which local government in Kosovo is organised.

Use of this expertise can be initiated in two different ways:

• The Ministry of Local Government Administration asks us to analyse a policy issue for them, so that their decision making can be supported by research.
• We identify areas of the local government system, or municipal performance, that does not seem to be working optimally and we analyse the barriers to improvement. 

The aim of this work is to support the municipal system to operate in a logical and predictable way based on clear rules, particularly in relation to inter-governmental financial transfers. This work also helps municipalities to improve their function and increase their access to the Performance Grants.
