The Decentralisation and Municipal Support (DEMOS) Project supports the 38 municipalities of the Republic of Kosovo in achieving more democratic local governance and better municipal management. It also supports the Government of Kosovo in the development of policies, which are more conducive to rule-based financing of municipalities.
DEMOS is currently in its third phase (2022-2025) building on the successes achieved since the start of the project in 2014. The project is co-financed by the European Union in Kosovo, Switzerland, Sweden, and Norway and is implemented by Helvetas Swiss Intercooperation Kosovo.
DEMOS supports all the municipalities in Kosovo to bring about systemic change that promotes good governance and better service delivery that leads to positive impact on citizens’ lives.
The flagship intervention is the introduction of Performance Grants.
The better the performance, the higher the grant.
The grant system is now managed by the Ministry of Local Government Administration (MLGA), with DEMOS backstopping, and is based on the national Performance Management System (PMS) for municipalities.
In addition, DEMOS offers technical assistance to municipal staff empowering them to deliver better results and also supports the central government in the development of policies for a more conducive framework for decentralised governance.
DEMOS I was funded by SDC and implemented by Helvetas Swiss Intercooperation project from 2014 -2017.
The first phase of the project introduced a performance-based grant scheme for 17 municipalities, which proved to incentivize improvement of municipal performance
DEMOS II was built on the successes shown from the previous phase. The Ministry of Local Government Administration (MLGA) decided to co-finance the grant scheme for municipalities for the second phase (2018-2021) of the project.
The scheme was extended to all 38 municipalities and partially served as a tool for coordination of donor support to municipalities. Beside SDC, Swedish and Norwegian Embassies in Kosovo also decided for co-finance the DEMOS project.
✓ The Municipal Performance Grant is credible, effective and institutionalised.
✓ The transition to full implementation by MLGA is complete.
✓ Local oversight by relevant municipal bodies is improved, and citizen engagement mechanisms are functionalised by increasingly involving civil society and marginalised groups in municipal decision-making;
✓ The policy and legal framework are more conducive for decentralised local governance and for the rule-based financing of municipalities;
