Performance Grant

We support all 38 municipalities of Kosovo based on their performance, by using the Performance Grant as our main tool. By building competition among municipalities, performance grants trigger positive behavioral changes of municipalities for improved democratic governance, financial and human resource management, transparency and integrity.

The overall goal of the Performance Grant, which is fully integrated into the Kosovo system, is to incentivise municipalities to improve governance processes at the local level, which, together with the improved policy framework, will lead to provision of better services to citizens.

The Performance Grant is a mechanism established and co-financed by the Ministry of Local Government Administration (MLGA) and the Swiss Agency for Development and Cooperation (SDC), implemented together with Helvetas Swiss Intercooperation DEMOS project.

 

 

Performance Grant gives out grants to municipalities based on their performance in selected fields.

It provides incentives that will stimulate municipalities to further improve their performance in:

Democratic governance

Municipal management

Transparency & integrity.

The Performance Grant annual budget of about 2.25 million euro is available in the years 2018- 2021.

All 38 municipalities of Kosovo are eligible for the Performance Grant. They can use the grant for capital investments according to their priorities and needs and in line with the Kosovo legislation.

HOW DOES IT WORK?

The municipal Performance Grant is based on the following principles:

  • Municipalities must, for each year, meet a number of minimum conditions before they qualify for the Performance Grant on an annual basis.
  • For all the municipalities that have met the minimum conditions, the grant that each municipality gets is based on its relative scores against 27 performance indicators
